1. To prepare schemes for the area, or any part thereof, in respect of any of the matters, duties and functions specified in sections 7, 19 & 20 (section 12(1) read with sections 7, 19 & 20.
2. To approve schemes for which government loans or grant is required and whose provisional estimated cost does not exceed Rs 2 millionand for which no government loan or grant is required and whose provisional estimated cost does not exceed Rs 1crore. (Section 12(2) of act.
3. To publish the sanctioning of all approved schemes in the official gazette and to proceed with their execution (section 12(3).
4. To approve, within the area of the Authority, planning and development schemes of private persons, local bodies and government agencies subject to the proviso that such schemes are not in conflict with either.
5. To exercise, under section 13, the same powers for amendment and modification of schemes as exercised under Section 12 for their preparation, approval and notification (section 13 read with section 12).
6. To acquire property in accordance with the provisions of section 24 and 23 of the Act, and where government agencies or autonomous, semi-autonomous and local bodies are involved, through negotiations, for the schemes and projects of the Authority (section 24 & 25 read with section 7, 19 & 20).
7. To cause removal of any works obstructing the execution of any of the projects or schemes of the Authority and its agencies (section 7).
8. To declare any locality within the area of the Authority to be a controlled area and to issue in respect of such locality all such orders as may be necessary for the prevention of haphazard growth, encroachments and unauthorized constructions (section 17).
9. To coordinate the implementation of the Development Plan with the Multan Municipal Corporation and other Government agencies including autonomous and semi autonomous bodies (section 7).
10. To prepare the budget for the approval of the Authority and the government (section 30).
11. To prepare schemes for annual development programme, within the frame-work of the development plan (as and when prepared) for the approval of the Authority (section 7).
12. To maintain the funds of the Authority in accordance with the provisions of section 26(4).
13. To approve exemption of residential plots in accordance with the policy prescribed by the Government or the Authority for each scheme.
14. To approve auction, sales of plots, in favour of the highest bidders, provided the highest bids are not less than the reserve prices.
15. To allot residential plots in accordance with MLI no. 23.
16. To hold ballots for allotments of plots in the public quota in cases where the number of applications exceed the number of available plots.
17. To allot the flats and quarters constructed by the Authority as per provisions of the schemes under which they are constructed and/ or in accordance with the orders, instructions and policy, enforce from time to time.
18. To lease the shops, markets petrol pump sites and other properties of the Authority as per provisions of the schemes under which such properties are constructed, developed or acquired, and/ or in accordance with the orders, instructions and policy enforce from time to time.
19. To make appointments including transfers and promotions to the posts up to BS-19. The constitution of selection/promotion committees for appointment to posts in different grades as per provisions of Regulation No. 4 is as follows:

20. To create and abolish all posts up to BS-19 and below subject to the condition that creation of posts is made against the projects/schemes covered in the approved budget of MDA according to the yardstick approved by the government.
21. To enforce and collect the rates, fees and charges levied by the Authority with the approval of the government.
22. To issue manuals of instructions to regulate the activities of the Authority subject to the conditions that they are not inconsistent with the act, the rules and regulations, and prior approval of the government is obtained before issue of any manual of instruction that differs, in any significant or substantial manner from a comparable manual of instructions of the government.
23. To co-ordinate the policies, plans programmes budgets, salary structures staffing levels and other activities of the authority and its agencies and in this behalf to do all things and exercise all powers to ensure such coordination.
24. To grant increments/advance increments, allow crossing of efficiency bars and to sanction honorarium to the authority's employees who are in BS-19 and below.
25. To suspend, hold departmental enquiries and impose minor and major penalties under the Punjab Government Servant (Efficiency and Discipline) Rules 1975 and Punjab Removal of Service Ordinance as applicable to Multan Development Authority in respect of its employees in BS-19 and below.
26. To hear appeals against a major penalty as defined in the Punjab Government Servants (Efficiency & Discipline) Rules, 1975 as applicable to Authority regarding all categories of employees of the authority in NPS-16 where the order imposing major penalty has been passed by an officer of the Authority other than the Director General.
27. To hire buildings for officers/residences as provided for category-1 officer of delegation of powers (corrected upto 1975).
28. To sign contracts on behalf of the authority except international contracts.
29. To sanction all kinds of leave (which, in the absence of a provision for the contrary, includes leave ex-Pakistan) except study leave and special disability leave to all employees of the authority up to BS-19.
30. To sanction expenditure on items specifically shown in the budget estimates up to any limit.
31. To invest from time to time in Government Treasury Bills of such moneys as are not required for immediate expenditure.
32. To sanction all types of advances to the authority's employees subject to the budget allocation.
33. Acceptance of Tenders, full powers.
34. Writing off losses in respect of property belonging to the authority, the book value of which does not exceed Rs 20,000 provided there is no negligence or fraud.
35. To sanction all auction sales of land belonging to the Authority to the highest bidder provided the sale proceeds are not less than the reserve price fixed by the Authority.
36. To sanction sale of the authority's property by auction the value of which does not exceed Rs 20,000 (Rupees twenty thousand).
37. To sanction investigation of claims of authority's servants for arrears of pay and allowances etc.
38. a)   To initiate, defend or withdraw from legal proceeding under this Act.
b )   To compound any offence under the Ordinance.
c)   To admit, compromise or withdraw any claim under the Ordinance, and
d )   To appoint council and to obtain such legal advice and assistance as he may from time to time deem necessary or as may be desired by the authority to obtain, for any of the purpose referred to in the fore-going sub item (a) to (c) of this item, or for securing the lawful exercise or discharge of any power or duty vested in or imposed upon the authority or any officer or servant of the authority.
39. To cancel the bargains and forfeit the whole or part of the earnest money on account of breach of conditions of sale, refund excess payment and to revive the bargains subject to the policy of the authority.
40. Sanctioning of residential telephones - full powers subject to government policy.
41. To declare surplus or unserviceable any store, vehicle machinery, material, furniture or other moveable property of the authority.
42. Full powers to sanction expenditure on audit fee.
43. To sanction expenditure on entertainment upto Rs 500 at a time subject to budget provision/ allocation.
44. Expenditure up to Rs 10,000 on sales promotion, publicity and advertisements.
45. To accord technical sanction and accept tenders in cases where power to do so has not been delegated to subordinate officers.
46. To sanction sales of surplus or unserviceable property, either through auction or by inviting sealed tenders to the highest bidders, provided the highest process received in the auction or tender are not less than the reserve price.
47. To issue notices and pass orders in respect of violations against the provisions of the Damaged Area Act 1952.
48. To write off losses on account of negligence and fraud up to the limit of Rs 2000.
