1. To incur expenditure on any single item subject to the condition that the amount allocated to that item in the sanctioned budget does not exceed Rs 10,000
2. To sanction payment from provident fund accounts and to refund securities subject to rules.
3. To hear appeals against punishment given by the Deputy Director Administration.
4. To sanction the holding of departmental enquiries in respect of the servants of the authority.
5. To allow the servants subsistence allowance for suspension period at the rate prescribed by the Provincial Government for its officers or servants.
6. To sanction payment/advance from GP Fund account of the authority.
7. Full powers to incur expenditure on stationery and contingency including conveyance charges and hire charges, subject to the budget allocation.
8. Hiring of office equipment and machinery, etc up to Rs 10,000.
9. Full powers of sanctioning the payment to government, semi government agencies for purchasing of stores and services considering the same on single quotation basis.
10. Powers to sell unserviceable or surplus stores by auction (up to Rs 5,000).

The Directorate of Administration headed by Director Administration (BPS-19) and assisted by one Deputy Director, one Assistant Directors, one special Magistrate, one DSP (Land Control Officer) and Medical Officer male  alongwith their ancillary staff has been assigned/allocated the following duties and functions.
20. Preparation of service Rules and Regulations/office procedure.
21. Recruitment of staff.
22. Maintenance of personnel record/files/service books.
23. Maintaining discipline in the Authority
24. Enforcement of Civil Servant Conduct Rules and Efficiency and Discipline Rules amended from time to time.
25. Making arrangement for holding Authority meetings and preparation of agenda and minutes of authority meeting.
26. Inspection of annual stock taking.
27. To pursue legal cases and follow up action on the decision of the courts.
28. Provision and maintenance of MDA vehicles.
29. Control over encroachments within the controlled area of the Authority.
30. To try in a summary way the offence punishable under the Punjab Development of Cities Act, 1976.
31. Dealing with public complaints if directed by the Authority.
32. Provision of medical attendance/treatment of all employees of the Authority and arrangement for re-imbursement of medical charges to the employees.
33. Preparation of annual budget estimates of the authority.
34. Control on financial resources of the authority.
35. Performing the duties of drawing/disbursing officer of the authority.
36. Scrutiny of all expenditure of the authority and maintenance of accounts record of the authority.
37. Maintenance of the record of all advances given to the employees of the authority as well as other  government departments against the deposit work.
38. Reconciliation of authority's accounts with the concerned banks.
39. Dealing with the Departmental Accounts Committee  and Public Accounts  Committee's matters of  the Authority.
