To make appointments, including transfers, promotions and punishment in grade 17 |

To create and abolish posts in grade 1 to 17, that the creation of posts shall be subject to existence of necessary provisions in the approved budget. |

To sanction all types of advances to employees in grade 17, 18 and 19 |

To sanction sales of surplus or unserviceable property, either through auctions or by inviting sealed tenders to the highest bidders, provided the highest price received in the auctions or tenders are not less than reserve price. |

To hire buildings for office and residential use subject, in the case of residential use, to the rent ceilings prescribed by Government from time to time. The execution of powers shall be subject to the prior approval of the DG MDA. |

To make purchases of stores, material and other goods, at negotiated rates, from ministries, divisions, departments, autonomous bodies, semi-autonomous bodies and companies wholly owned, controlled or managed by the Federal or Provincial Governments. |

To approve to sell by auction to the highest bidders any surplus or unserviceable stores, materials, equipments etc up to the value of Rs 1.00 lac. |

To sanction all expenditure subject to budget allocations |
